Beginning in the 2025-26 Program Year, the Bi-County Council evolved into a new model of program delivery and management, the Plumas & Sierra Counties 4-H Program Leadership Team overseen by an Administrative Oversight (AO) Team. 

The Plumas & Sierra Counties 4-H Program Leadership Team is tasked with guiding and growing the Plumas-Sierra 4-H Youth Development Program. We are solution-focused, youth-focused, and always welcome input from 4-H members and their families!

The Plumas & Sierra Counties 4-H Program Leadership Team meets quarterly at the Fairgrounds Mineral Building and/or via Zoom and is open to all Plumas & Sierra Counties volunteers and members. At these meetings, the AO Team will share decisions impacting Plumas & Sierra Counties 4-H as well as seek input from the 4-H Community.

The Plumas & Sierra Counties 4-H Program Leadership Team provides connectivity between our community clubs, county events, SPIN clubs, and 4-H Camp. 

We are here to help our Plumas and Sierra County youth find their Spark, Grow their skills, and Thrive in our communities!

Administrative Oversight (AO)Team

An Administrative Oversight (AO) team of decision makers will be responsible for the administrative management of county 4-H programs/activities and events.  This can include opportunities such as 4-H Summer Camp, Livestock 101, Record Book Competition, Small Animal Field Day, Presentation Day, Horse Mastership, 4-H Awareness Day, and any other event that supports youth development.  The AO reviews, approves, publishes, and evaluates the annual program plan and related budget.  They also consider proposals for new countywide activities and approve them as feasible.  The Plumas & Sierra Leadership team must minimally include:

  • 4-H Community Education Specialist (CES)
  • 2 Adult Volunteers (An external checking account is maintained to manage UC funds in this model). As such, one Adult Volunteer role must be the Finance Manager.
  • 2 Youth Members (must be either an Intermediate and/or Senior 4-H Member).

The AO Team is responsible for holding quarterly meetings open to all Plumas & Sierra 4-H volunteers and members.  At these meetings, the AO Team will share decisions impacting Plumas & Sierra County 4-H as well as seek input from the 4-H Community.
