Club Record Book Evaluation Competitions
New for the 2023-2024 4-H year, the Annual Project Report Forms (APR) and Record Book Cycle has changed and will cover July 1, 2023 - September 30, 2024. In following years they will run October 1st - September 30th, to better align with the Tulare County Fair project cycle.
4-H Record Books are first reviewed at the local level by 4-H Community Club/Unit Leaders and Project Leaders. Club level evaluation is based on the Danish system where 4-H Record Books are judged against a standard. Seals are awarded based on the member’s 4-H project work, personal growth and the book’s organization. Through their personal achievements and 4-H participation, members may earn Achievements through either the Star Rank recognition (for returning Intermediate and Senior members who have previously earned at least the Bronze Star) OR thorough the new SPARK, Emerald, and Impact Star system.
The Record Book and Achievement Programs are optional AND separate programs. It is highly recommended that you take advantage of both programs to maximize your growth and learning in 4-H.
The Incentives and Recognition Advisory Committee provides a state approved evaluation rubric score sheets for Club use. All 4-H Clubs that host a Record Book Competition must use these evaluation forms.
